None of what I have suggested is "rocket science", predicated upon inventions or developments. All it requires is the will to make it happen, a friendly government, a little seed money to build a pilot and some talented people.

Over the coming months I intend to seek out interested companies and people who would be prepared to try to make this happen. I believe that within five years we could transform the emerging economies so that everyone could fully participate in the common weal.
