From October 1998, the historic European Union Directive on Data Protection prohibits the transfer of personal information from Europe to other countries if they lack "adequate" protection of privacy. In April 1999 Ohio State Professor Peter Swire was named Chief Counselor for privacy for the Office of Information and Regulatory Affairs within the Office of Management and Budget.
